Why does Epson Exhibition Fiber show tiny white specks in deep blacks on an SC-P800?

I'm printing dark, astronomy-style images with large areas of dense black on an Epson SC-P800 using Epson Exhibition Fiber paper. With Epson's recommended settings, I get very small white specks in the black areas, almost like fine salt on the surface. The same file prints normally on other papers such as Ultra Premium Luster, and I didn't see this issue with an older Epson P3800 on Exhibition Fiber. I've reproduced it on two new P800 printers. What is the likely cause, and is there anything to try before assuming it's a printer fault?

Small white spots on a print usually indicates paper dust from the manufacturing process on the surface of the paper that prevented the ink from reaching the surface. Try carefully cleaning the surface before placing it into the printer.
