In GIMP, when I use Layer > New from Visible, the image appears darker afterward even though the new layer is set to Normal mode at 100% opacity. What causes this, and how can I avoid it?

I can reproduce your problem if the source layer isn't 100% opaque. You may not notice the background checkerboard or the check style is set to a uniform light color:
