Why can’t I change aperture on a Nikon D3200 in Live View?

On my Nikon D3200, I can change aperture normally when shooting through the viewfinder, but in Live View I can’t adjust it even in Manual mode while holding the +/- button. This started after I removed and reattached the lens while the camera was on, possibly during Live View. Is this normal behavior, or is there a setting I need to change?

We can't change f-stops in nikon d3200 in live view mode because when the mirror is lifted up the aperture-setting lever stops working. It works fine in viewfinder mode since the mirror is down.
Just to clarify your doubt please switch to different lens and try changing f-stops in live view.

This is most likely a settings/operation issue, not damage from briefly mis-mounting the lens.
On the D3200, aperture behavior in Live View can be limited. One reported fix is to go into the movie settings and turn Manual movie settings OFF; with that disabled, aperture adjustment in Live View should work again.
Also note that on some Nikon entry DSLRs, aperture control can behave differently in Live View because the camera is operating with the mirror up, so adjustment may not work the same way as it does through the viewfinder.
A good quick check is to try another lens if you have one, just to rule out a lens-side issue. But based on the answers, the most likely solution is the Manual movie settings option.
