I want a photo-management workflow where my images remain portable after I organize them. Each year I sort photos into folders, then add descriptions, keywords/tags, and face/people tags before uploading them to cloud storage. I do not want this information locked in a program database or online service.
Which software can write that metadata into the image file itself, especially face tags? I understand regular descriptive metadata may be stored as EXIF/IPTC/XMP, while face tags are typically handled through XMP rather than standard EXIF.
I have tested Photoshop Elements and found that some metadata can be saved to file, but I could not get face tags to travel with the JPG. Can Lightroom or another application store both keywords and face tags in file metadata so the information remains with the image when moved between services and computers?

You are right that Faces are not part of EXIF but XMP. You can take a look at Daminion (where I work). It can import face information from Windows Live Photo Gallery and Picasa into the People tag. All your image annotations called tags in Daminion can be synced with your image metadata as EXIF/IPTC/XMP/MWG and "travel" along with your files including face information.
Syncing process (tags to metadata) can be automatic or manual.
