I use a Canon EOS 550D with an EF-S 10-22mm and an EF 70-200mm f/4L, and I’m looking for a general-purpose zoom to cover the range in between for mostly outdoor photography. I may upgrade to a full-frame Canon body later, so full-frame compatibility would be a bonus. I’ve considered lenses like the EF 17-40mm f/4L and EF 24-105mm f/4L IS. Which option makes the most sense on APS-C now, while also considering a possible move to full frame?

If you want to bridge the gap and prepare for a future full frame camera I would have aimed for the EF 24-70mm f/2.8 L USM or EF 24-105mm f/4 L IS USM - both very good lenses. I think I'd prefer the 24-105 myself.
When you get a full frame camera you might want to look at the EF 16-35mm f/2.8 L II USM for wide angle, also a very nice lens.

If full-frame compatibility is a priority, the strongest suggestions are the Canon EF 24-70mm f/2.8L and EF 24-105mm f/4L IS. Both work well on your 550D now and will carry over to a future full-frame body. Of the two, the 24-105mm is especially appealing as a versatile outdoor walkaround lens thanks to its wider zoom range and image stabilization.
The tradeoff is that on your 550D, 24mm is not very wide, so it won’t fully replace a crop-standard zoom.
If your main goal is to perfectly fill the gap on the 550D right now, the EF-S 17-55mm f/2.8 IS is the best fit. It’s highly regarded, gives you a very useful APS-C range, a constant f/2.8 aperture, and IS. Its downside is that it is not compatible with full-frame bodies.
