I’m trying to do more of my editing in Photoshop instead of Lightroom. In Lightroom I often use the Highlights, Shadows, Whites, and Blacks sliders, but I can’t find equivalent controls in Photoshop. Does Photoshop have them, and where are they located?

Yes. In Photoshop CC, you can find those same controls in the Camera Raw interface.
Go to Filter > Camera Raw Filter. In the Camera Raw panel, the Highlights, Shadows, Whites, and Blacks sliders are available there, similar to Lightroom.
If you’re used to Lightroom, this is the closest built-in match inside Photoshop for those tonal adjustments.
