I’m looking at a used Velbon CX-660 tripod for outdoor shooting with a Pentax K-x. The quick-release plate appears to have the main mounting screw plus a small extra bump/pin. What does that second pin do, and is it useful with a still camera?

This is an alignment pin. This pin dovetails into a receiving hollow built into the base of most video cameras. The idea is to prevent unwanted camera movement that otherwise might occur when panning. Additionally, when the camera is dismounted and remounted, this pin affords accurate repositioning. Additionally, many video and still cameras are mounted to a tripod via a quick release mechanism. These allow rapid camera attachment and detachment. The locator pin helps insure the remounted camera is accurately aligned as before.

The small extra bump is an alignment or anti-rotation pin. It fits into a matching hole, recess, or ridge on the bottom of some cameras—especially many video cameras—to help stop the camera twisting on the plate during panning or general use. It can also help the camera return to the same position when remounted on a quick-release plate.
On some plates the pin is spring-loaded so it can adapt to different camera bases. If your camera body doesn’t have a matching recess, the tripod can still usually be used normally with just the main mounting screw doing the work. So its purpose is mainly to improve alignment and reduce unwanted rotation, not to provide a second required attachment point.
