What free photo editor offers a one-click 'relief' or clarity-style effect?

I'm trying to remember a free photo editing program I used before my old XP computer failed. It had a quick preset or filter that gave photos a more three-dimensional look, adding depth and clarity. I remember thinking of it as a 'relief' effect, though that may not be the correct term. What is this effect usually called, and are there free editors that offer it?

What you refering as relief is as mattdm said a highlight shadow filter more like to give any object a stone-a-like surface look. What you are trying to ask is "Clarity" and/or "Structure". You can use snapseed which is free now after google bought it and there are many filters you can enjoy and very easy to use.

The effect you’re describing is more commonly called clarity or structure, rather than “relief.” It boosts local contrast to make details stand out and can give images a more three-dimensional look. In some cases, a highlights/shadows-type adjustment can create a similar feel, but “clarity” is the usual name.
Based on the answers, Snapseed is a free editor that includes this kind of adjustment and is known for being easy to use.
