I want to reshape part of an image similar to Photoshop’s Warp workflow, where the model is on one layer and the clothing is on another so I can warp the clothing to fit the model. I tried GIMP, but the warp effect seems to preview only inside the IWarp dialog instead of directly on the main image canvas before applying it.

Does GIMP have a tool or filter that works like Photoshop’s Warp tool for this kind of layer-based clothing adjustment? If not, is there another open-source or free editor that offers a similar live on-canvas preview?

How about GIMP? It should be there under filters. In 2.8 it is the IWarp filter under the Distort section. There is also a Warp filter under the Map section, depending on which type you are looking for.

Update: If you are simply looking for a more user friendly implementation, then you are unlikely to find anything that matches Photoshop for less than Photoshop. There is a reason people still spent $600 (or $20 a month now) to use Photoshop. It's the smoothest and most refined product out there by a long shot. If GIMP can't do it the way you want, you generally aren't going to find much other than Photoshop that will.
