I have a Kodak Retina IIS with the fixed Schneider-Kreuznach Retina-Xenar 45mm f/2.8 lens in a Synchro-Compur shutter. The Retina IIIS manual doesn’t list the filter thread size, and my 30.5mm filters are slightly too large. What filter size fits this camera’s lens?

I don't know, but this link says the Retina iia used a 29.5mm screw in, or a 32mm slip on filter.
Confirmed by this link about the 45mm f/2.8 lens (at page bottom).
Ebay has a several 29.5mm filters available.

Based on the community references, the Retina IIS with the 45mm f/2.8 Retina-Xenar appears to use a 29.5mm screw-in filter size. A 32mm slip-on filter was also mentioned as an alternative fit for similar Retina models.
So if you want a yellow filter, the safest match to look for is a 29.5mm screw-in filter. Since your 30.5mm filters are slightly too large, that lines up well with 29.5mm being the correct size.
