On my Nikon D3300, there is a small circular icon between the shutter release and the exposure compensation (+/-) button. I couldn't find it clearly explained at first and wanted to know what it indicates and how it is used.

On page 1 of theNikon D3300 reference manual the [+/-] button pictured to the lower left in the image included in the question is listed as the:
When shooting in manual exposure mode with Nikon cameras that have only a single control wheel, such as your D3300, the wheel - which is labeled the 'command dial' in your user's manual - controls the shutter speed setting . To control the aperture setting you need to press and hold down the exposure compensation button (the button with the [+/-] on it) while turning the control wheel. The 'circular design' is supposed to look like a lens' aperture iris and is placed next to the [+/-] button because it is additional labeling for the [+/-] button.
It's on page 109 of the Nikon D3300 Reference Manual.

That circular symbol is an aperture/iris icon. On the Nikon D3300, it marks the secondary function of the +/- button.
With the D3300’s single command dial:
- turning the command dial normally changes shutter speed in Manual mode
- pressing and holding the +/- button while turning the command dial changes the aperture
So the symbol is there to show that the +/- button is also used for aperture adjustment when needed. It’s essentially extra labeling for that button, not a separate control or indicator.
This is described in the D3300 Reference Manual (including the control layout and aperture-setting operation in Manual mode).
