I understand that a circular polarizing filter can reduce reflections from surfaces like water, glass, or snow. What does “circular” mean in this context? Does the filter pass only circularly polarized light, or block it? Also, in simple terms, how is a circular polarizer constructed?

Does it mean that only the circular polarized light goes through or at the opposite, only the circular polarized light is stopped?
Neither. It means only light polarized in one direction is allowed to pass. Then the quarter-wave plate underneath the polarizing filter repolarizes it in a kind of circular way.

A circular polarizer does not simply pass or block circularly polarized light by itself. It works in two stages:
- A linear polarizing layer first lets through only light vibrating in one direction.
- A quarter-wave plate behind it then converts that linearly polarized light into circularly polarized light.
So the reflection-reducing effect comes from the linear polarizer. The “circular” part refers to the state of the light after it passes through the filter, not to what kind of light is selectively removed at the start.
