What causes this crosshatched pattern over part of a photo?

In the lower-left area of this image, there is a very noticeable pattern of straight diagonal lines crossing each other, visible mainly over the water. There is also a brownish diagonal line across the lower third of the frame. What is the likely cause of this kind of pattern, and is there a technical term for it?

Looking at the original at https://i.stack.imgur.com/NC5Ft.jpg - the pattern is caused by an obstructing diamond-mesh fence in the lower part of the photo. The 'brownish diagonal line' across the lower-third appears to be twisted two-strand wire, holding the mesh up.
The fence, being much closer to the camera than the subject, is outside the depth of field, thus blurry. The resulting uniform'ish line pattern is most likely an affect of moire.

The most likely cause is an out-of-focus diamond-mesh fence or wire barrier between the camera and the scene. The brownish diagonal line is probably a supporting wire or cable for that fence.
Because the fence was very close to the camera, it fell well outside the depth of field and blurred into a repeating pattern. When a fine, regular pattern like mesh is photographed and then blurred/resampled by the camera sensor, it can produce a moiré-like crosshatch appearance.
So the pattern is probably not in the water itself and not a sensor defect. It’s most likely foreground obstruction plus blur, creating a moiré/interference-style effect.
