Should I choose the Canon T4i over the T3i if they cost the same?

I found a Canon T3i and a Canon T4i available for about the same price. Is there any practical reason to choose the T3i instead of the T4i, or is the T4i simply the better buy when pricing is equal?

You should almost certainly go for the T4i if the price is the same or similar. The T4i has better technical specs and features, including video auto focus, cross-type focus points and faster continuous shooting. The T4i is also thinner than the T3i.
