Is a polarizing filter supposed to have a small unpolarized area?

I bought my first polarizing filter, a Tiffen 52mm SR polarizer, and noticed that a small section seems to behave as if it isn’t polarized. I’m trying to figure out whether this is normal for any type of polarizer, or whether the filter is likely defective and should be returned.

While their are two types of polarizing filters, circular and regular, they should never look like this. This looks defective to me. Some filters do have areas with no "filtering" such as with a graduated neutral density filter. In this case 25% or 50% of the filter may appear clear such as this. Although for a polarizer I would never expect to see something like this.

No—an ordinary polarizing filter should not have a small section that appears unpolarized. Whether it’s a linear polarizer or a circular polarizer, the polarization effect should be consistent across the whole filter.
The main exception would be a different kind of filter, such as a graduated neutral density filter, where part of the glass is intentionally clear or less dense. But that design does not apply to a standard polarizer.
Based on that, if part of your polarizer seems not to polarize at all, it’s most likely defective and worth returning or exchanging.
