The Canon 40D and 60D use different battery models. Can a charger made for the 60D also charge 40D batteries, or are the chargers not interchangeable?

No sadly it isn't.
I had a 40D and sold it when I upgraded it to the 60D. Strange how it still doesn't feel like an upgrade lol :)
