I stripped the EXIF metadata from a photo, but then noticed my software still shows a “date taken” field under the IPTC tab. If I upload that image to a website or service that reads image metadata, can it still see the IPTC date even though the EXIF is gone?

If the place you upload can only read EXIF data, then they wouldn't be able to see the IPTC data. But it is extremely unlikely that the site would be only able to read just EXIF data. Odds are it could read the IPTC data as well as any XMP data embedded in the file. Google Photos and Flickr, for example, will read EXIF, ITPC, and XMP metadata.

Yes. Removing EXIF does not automatically remove IPTC or XMP metadata. If the date is still stored in IPTC, a site or app that reads IPTC can still see it.
