How should I clean a circular polarizing filter, and what if dust is trapped inside?

I have a 67mm Marumi circular polarizing filter that I usually clean with a blower and microfiber cloth. Recently I noticed some dust and small smears that seem to be between the two glass layers rather than on the outer surfaces. Is there a proper way to clean a CPL filter in this situation, or is there anything else I should be doing?

If you cannot see the effect on the image quality, just leave it alone. Most imperfections on objective lenses are not visible in terms of image quality. However by repeatedly cleaning you run the risk of scratching the filter and making it more susceptible to flare.
