In Lightroom’s Develop module, I know the + and - keys can adjust the Tint slider. Is there a keyboard shortcut to adjust the White Balance Temperature as well?

Click on the word "Temp" and then use the + or - keys. This works for any slider. You'll see the info notification over the image when you click.
