I attached a Vivitar teleconverter to my Nikon 70-300mm lens on a Nikon D3000. It mounted easily, but now it will not come off. What is the correct way to remove it, and what should I try if it seems stuck?

The teleconverter locks onto the lens just the camera body does and it features a switch that you can push in order to release the lens again by twisting. I don't know what exact model of a teleconverter, but this video features a Vivitar teleconverter for Nikon. The link will start the video at the 1.33 mark with the teleconverter's lens release nob clearly visible at the left hand side of the frame.
If you already know about the switch but can't press it down for some reason (as Dan suggested could be the case in the comment) please send a picture so that we at least have a chance to assess the situation.

Most teleconverters remove like a lens does from the camera body: press the teleconverter’s lens-release button or switch, then twist the lens off.
If your Vivitar teleconverter seems stuck, first locate the small release button/lever on the teleconverter mount. Hold that in while twisting the lens in the removal direction. If it still will not move, the mount may be jammed on the locking pin. In that case, gently twist it slightly in the tightening (“on”) direction first, then press the release and try removing it again.
Do not use excessive force. If it does not come off with a firm but controlled motion, forcing it could damage the lens or teleconverter mount. Check carefully that the release mechanism is actually moving and not blocked.
