I heard Lightroom 4 can export reduced-resolution RAW files. Is that possible, and if so, what export settings should I use to create smaller files while keeping RAW/DNG editing flexibility?

Having done some research on the Adobe Lightroom help site I found this article on how to export to file.

I believe the feature you are referencing to is to do with
Enhanced DNG options
- Resolution reduction via export provides the ability to share lower resolution versions of the original raw file without losing the capabilities offered by raw.

Yes. In Lightroom 4, the way to create a smaller RAW-like file is to export as a DNG using lossy compression.
Use these export settings:
- File format: DNG
- Compatibility: Camera Raw 6.6 and later
