I’m trying to use vintage manual lenses on a Canon EOS M with mechanical adapters (for example Canon FD and Nikon pre-AI). When I mount the lens, the camera shows the aperture as 00, and pressing the shutter button does not take a photo. What setting do I need to change to let the EOS M shoot with an adapted lens, and which exposure modes will work?

The shutter can release.

It can shoot in either mode, including P, AV, TV, M. In TV mode, set ISO to auto. ISO becomes a variable according to time and aperture you set.
