How can I uniformly blur the entire image from a thermal camera optically?

I need to reduce detail in a thermal camera image by adding a uniform optical blur across the whole frame. A software downsampling/blur step is not preferred because the blur must be present in the raw captured image. Is there a practical lens accessory, filter, or material that can be placed in front of a thermal camera lens to diffuse the image evenly?

You could try a document pocket / protector / bag.
Wikipedia says they can be produced of different plastics, mine seems to work perfectly for thermal radiation:
