Photoshop doesn’t have a dedicated “Clarity” adjustment like Adobe Camera Raw. Is there a way to get a similar midtone-contrast effect inside Photoshop using built-in tools or plugins?

If you have Photoshop CC, you can essentially use ACR with any image, by choosing Filter Menu > Camera Raw Filter.
