How can I remove paper stuck to film negatives without damaging them?

I stored film strips too soon in paper negative sleeves and pressed them under heavy books to flatten them. The film stuck to the paper, and now paper fibers appear to be glued to the negatives. What is a safe way to clean the paper off the film?

Soak in a tray or tube of water at room temperature. Add two teaspoons of Dawn dishwashing detergent per quart (liter). Soak for several hours and test the paper to film adherence. If not free, continue soaking. In time the film will release from the paper. Now wash the film for 10 minutes in running water at room temperature, follow with a 30 second dip in PhotoFlow or equal and hang up to drip dry.

A safe first step is to re-wet the film and let the paper release gradually. Soak the negatives in room-temperature water with a small amount of dishwashing detergent for several hours, checking occasionally to see if the paper separates on its own. Do not force it off while dry.
Once the film releases, rinse it in running room-temperature water for about 10 minutes. Then use a brief final rinse with a wetting agent such as Photo-Flo (or equivalent) to help it dry cleanly, and hang the film to drip dry.
Key points: keep the water at room temperature, be patient, and avoid scraping or peeling the paper off dry, which could scratch or damage the emulsion.
