Google Photos has an "Adjust" slider called "Pop" that seems to add texture and make details like rocks, snow tracks, and rugged terrain stand out more than a normal contrast adjustment. I’d like to understand what image processing is likely involved so I can reproduce something similar in other software, or program it myself. What kinds of adjustments create this look, and how can I approximate it in tools like darktable, GIMP, or digiKam?

I think it is mostly increasing local contrast (as opposed to global contrast, which is what the "contrast" slider will be doing) and maybe some additional sharpening.
You can get a similar effect in darktable, e.g. using the "local contrast" module. Below is a comparison using your original image (left) and the same with local contrast module enabled and pushed to 175% (right):
