I want an easy way to add GPS/location metadata to existing JPEG files on a Mac running macOS Catalina. Ideally, the embedded location should be recognized by Apple apps such as iPhone Photos maps and location search. I do not normally use Photos or Aperture. What tools or workflow can I use to geotag older JPEGs and save the coordinates back into the files?

You can use geotag software. This is java software and should run on your Mac machine.
- Load photos (drag and drop may work)
- In case of need you can adjust time/timezone of photos
- Then File->Load tracks from file
- Select images you want to write location
- Right click, Save new location->Selected images
