I’m using a Nikon D600 in Manual mode and want to prevent accidental changes to shutter speed or aperture if a command dial gets bumped. Is there any way to lock those settings so the dials can’t change them? If not, what practical ways do photographers use to avoid accidental dial changes while shooting, especially with flash?

The only way you can lock them is to put a piece of tape over them. And even that's not fool proof.

I'll argue that the only solution to this is to simply monitor what you're doing.
