I want to share one 82mm CPL between a Sony 16-35mm f/2.8 GM and a Sony 70-200mm f/2.8 GM. The 16-35mm takes 82mm filters, so I’m considering using a 77-82mm step-up ring on the 70-200mm. Will the filter still fit and allow the original lens hood to mount on the 70-200mm?

No. It will not. Once you use a step-up ring, the hood cannot mount.
