I already own 58mm filters, but the Sony NEX-7 kit lenses use a 49mm filter thread. Can I adapt my 58mm filters to fit these lenses with a step-up ring? If so, which size ring do I need, and will using it affect image quality compared with buying 49mm versions of the same filters?

Yes a 49mm - 58mm step up ring is what you need. Here is one at BHPhotoVideo for example. And here are a bunch of results at amazon.
