Can a YN-622C-TX control a Yongnuo YN-685 and a Neewer TT680 together off-camera?

I use a Canon 6D with a Neewer TT680 and two Yongnuo YN-622C transceivers. That setup works well with one YN-622C on the camera and the other under the TT680 off-camera.
I want to add a second off-camera flash and am considering a Yongnuo YN-685 plus a YN-622C-TX. Can the YN-622C-TX on the camera control both flashes directly, with the YN-685 using its built-in receiver and the TT680 using a YN-622C transceiver?
In other words, do I need to set up a master/slave flash arrangement, or does the YN-622C-TX act as the controller so neither flash needs to be a master? Also, does the YN-685 need an external YN-622C attached, or can it work by itself in 622 remote mode?

There is no master flash in this setup. The 622C-TX is your controller/transmitter and both flashes are receivers via the 622C on the Neewer and the built in receiver on the Yongnou.
The master/slave scenario is only applicable when you are using one of the flash's itself as the master (i.e. the master flash will trigger the slave flashes). When using the radio triggers, none of the flashes will be set to slave.
As far as each flash is concerned, they will behave the same as being attached directly to the camera. The radio triggers simply provide a way to give the same connection remotely.

Yes. With a YN-622C-TX on the camera, the transmitter is the controller, so you do not set up one flash as the master for the other.
In this setup:
