I have a 77mm B+W Nano Kaesemann circular polarizing filter with a small dent in the outer rim, and the ring is now hard to turn. Is this something that can be repaired, either at home or by a camera repair shop?

You have two options basically, you can try to repair it yourself or you can go to any camera shop that performs general repairs.
If you try to do it yourself I would recommend a tool such as this Camera Lens Vise Tool.
Keep in mind that CPLs are multiple pieces of glass and quite fragile. With proper it can likely be repaired, but there is a chance of making it worse of course.

Yes, possibly. A small dent in a filter ring can sometimes be straightened, either carefully at home or by a camera shop that does general repairs.
If you want to try it yourself, a filter or lens vise-style tool may help reshape the ring. However, circular polarizers are more delicate than simple filters because they contain multiple glass elements and rotating parts, so there is a real risk of cracking the glass or making the ring bind even more.
If the filter is valuable or the damage is more than minor, the safer option is to take it to a camera repair shop and ask whether they can straighten the ring. If the glass is chipped, the filter is badly warped, or repair would cost too much, replacement may make more sense.
