I have a Canon PowerShot ELPH 190 IS and want to create a timelapse. Is there an Android app that can trigger timelapse shooting on this camera? If not, can I use any compatible intervalometer or remote release accessory?

According to this page your camera is compatible with Canon Camera Connect (Android/iOS) application. And it support:
- Wi-Fi connection with the camera for image transfer and remote live view shooting.
- Adding location information to camera images
- NFC touch operation with enabled cameras
Unfortunately I am not sure if application can support timelapse. Also you should consider camera battery life which is 190 photos (CIPA)

Probably not, at least not in a practical built-in way.
The ELPH 190 IS is compatible with Canon Camera Connect for image transfer and remote live-view shooting, but the community answers indicate the app does not provide an intervalometer/timelapse function for this camera.
A standard external intervalometer is also unlikely to work because cameras in this PowerShot/ELPH class typically do not have a shutter-release port for wired remotes. Without that port, most intervalometers cannot trigger the camera.
In theory, a mechanical device that physically presses the shutter button repeatedly could work, but that is more of a workaround than a normal accessory solution.
Also keep battery life in mind for long sequences.
So the short answer is: Canon Camera Connect may let you remote-shoot, but it likely will not automate timelapse capture, and the camera does not appear to support a typical intervalometer accessory.
