I want to know whether a Canon ST-E3-RT or Yongnuo YN-E3-RT radio transmitter can fire Flashpoint strobes. I do not need TTL—only basic manual triggering and control.

No. The Canon ST-E3-RT and Yongnuo YN-E3-RT use Canon’s RT radio protocol, while Flashpoint strobes use the Godox/Flashpoint radio system. Even if you only want manual firing, the transmitter and flash still need to speak the same wireless protocol, and these do not.
So a Canon/Yongnuo RT transmitter will not directly trigger or control Flashpoint strobes over radio. To use Flashpoint strobes wirelessly, you would need a compatible Godox/Flashpoint transmitter or receiver for that system.
