I’m using a Canon Rebel T4i with the EF-S 18-135mm kit lens and want more reach for bird photography on a tight budget. Can I attach a Canon 2x Extender to this lens, and if not, what should I know about compatibility?

No it is not going to work with the EF-S 18-135mm.
I don't know of any EF-S lenses that the 2x extender works with. The lenses are too close to the body and would interfere with the area that the extender takes up. No. Canon’s 2x Extenders are not compatible with the EF-S 18-135mm, and in general Canon EF extenders do not work with EF-S lenses. The extender’s front optical section protrudes into the rear of the lens, and EF-S lens designs don’t leave the required clearance.
Canon extenders are only compatible with certain EF lenses, mostly longer telephoto L-series models. They are not a universal add-on for Canon lenses.
Also, even when a teleconverter does fit, it magnifies lens flaws and reduces image quality, so they work best on high-quality telephoto lenses rather than kit zooms.
If you need more reach for birds on a budget, the practical path is usually a longer compatible telephoto lens rather than trying to use a 2x extender on the 18-135mm.
