Android app for RAW exposure bracketing in one shutter press?

I shoot on a Huawei P30 Pro and want to make HDR images from multiple RAW exposures, but I don’t have a tripod and my hands aren’t very steady. If I change settings manually between shots, the framing shifts slightly and HDR software can produce blurry results. Is there an Android app or camera mode that can be preconfigured to take several differently exposed shots automatically with one press of the shutter, ideally as RAW files, so they can be merged later?

I think you are actually looking for burst mode, but with the addition of automatic bracketing.
An app that can do that would automatically take multiple frames quickly after each other, while changing the exposure slightly every frame. This will give you a burst of photos with different exposures which you can then merge.
However, even with bracketing there is an ever so slight delay between every frame. Shooting handheld will still result in changes in the framing. To do this effectively you probably need some form of a tripod.

What you’re describing is exposure bracketing: the camera takes a burst of frames, changing exposure for each shot automatically. That’s the feature to look for in an app or camera mode.
But even with automatic bracketing, the frames are not captured at exactly the same instant. There is still a small delay between shots, so handheld shooting can still cause slight framing changes. That movement is often enough to create blur or alignment problems when merging for HDR.
So yes, automatic bracketing is the right idea, but for reliable HDR merges you’ll usually need some way to stabilize the phone—ideally a tripod or at least a very steady support.
