Why won't my Pentax K-5 IIs let me select ISO 100?

On my Pentax K-5 IIs, the lowest ISO I can select is 200, and with expanded sensitivity enabled the lowest option is 160 instead of 100. Is something wrong with the camera, or is there a setting that prevents ISO 100 from being available?

You apparently have Highlight Correction activated. This forces the higher ISO limit (usually forcing it from 100 to 200, though you also have Expanded Sensitivity enabled, which gives you a broader ISO range starting at 80, thus now 160).
So, there's nothing wrong with your camera.
Mind you: Options you find that look superior may come with a downside. Nothing's for free, and there are reasons why Pentax hasn't enabled every seemingly powerful option by default. ;)

Nothing is wrong with the camera. On the K-5 IIs, having Highlight Correction enabled raises the minimum selectable ISO. That typically shifts the base minimum from ISO 100 to ISO 200. If Expanded Sensitivity is also enabled, the range changes accordingly, so you may see ISO 160 as the lowest option instead.
Try turning off Highlight Correction if you want ISO 100 to become available again. Just keep in mind that features like highlight protection can come with tradeoffs, which is why cameras may restrict certain ISO settings when they’re enabled.
