Why won't an external flash fire when taking a still photo in Canon 6D movie mode?

On a Canon 6D, you can press the shutter button to capture a still image while the camera is set to movie mode. But if an external flash such as a Yongnuo/Speedlite is attached, it does not fire. The same flash does work in Live View still-photo shooting. Why does flash not fire for stills captured during movie mode?

On page 214 of the Canon 6D manual under Shooting Movies> Shooting Still Photos you will find:
Even if an external Speedlite is used, it will not fire.
If you want full control of image parameters, you will have to switch out of movie mode and into standard still photo mode first. That is how Canon has designed the system.

Because that is how the Canon 6D is designed to operate in movie mode. The camera can capture a still frame while set to movie shooting, but external Speedlites/flash units are disabled for that function. Canon states this in the 6D manual: when shooting still photos during movie mode, an external Speedlite will not fire.
So this is not necessarily a fault with your Yongnuo flash, and it is different from regular Live View still shooting. If you need flash and full exposure control for a still image, you must switch out of movie mode and shoot in normal still-photo mode first.
