I’m trying to use a Canon 430EX II with my Canon 60D and set up the camera’s wireless flash control, but the camera menu does not show a Flash Control option. Do I need a firmware update, or is there a setting or shooting mode required to access it?

It's because of your shooting mode. You will need to be in P, Tv, Av, M or A-DEP modes.
