Why is “Open With External Editor” greyed out in Shotwell?

In Shotwell 0.20.2, I set an external editor in Preferences > External Editors (for example, GIMP). When I select multiple photos and go to Photos > Open With External Editor, the option is greyed out. How is this feature supposed to work?

Though the title says Edit photos with an external program the description says:
select a photo
One at a time works but not multiple.
