My Canon PowerShot A1100 IS used to work normally, but after changing some settings I noticed that photos are only sharp in the bottom part of the image while the upper part stays blurry. I reset the camera settings, but the problem remains. This happens in landscapes and other scenes, not just one type of shot. Is this likely to be caused by a setting, or does it suggest a hardware problem with the lens or camera?

It looks like one of the elements in the lens is physically misaligned to me.
The road in in focus to a distance well past the church steeple, so the steeple should be in focus, but it is not. This may very well be a hardware problem.

This is more likely a hardware issue than a setting problem. If the lower part of the image is in focus out to a long distance, the upper part at a similar distance should also be sharp. Since resetting the settings did not fix it, the most likely cause is that a lens element is physically misaligned or another internal optical part has shifted.
In short: this does not match normal autofocus behavior or a simple menu setting. It points to an internal lens/camera alignment problem that would usually require repair or replacement.
