Why doesn’t Lightroom show the “Edit a Copy” dialog when choosing Edit In > Photoshop?

When I used to choose Edit In > Photoshop CC from Lightroom, I would get options like Edit a Copy before the file opened. Now Lightroom sends the file to Photoshop without showing that dialog, no copy appears in Lightroom, nothing opens in Photoshop, and after a while Lightroom shows an error saying it cannot launch Photoshop. Why is the copy/edit dialog missing, and what could cause Lightroom to fail to open Photoshop?

Lightroom will not ask you this question if the image is a RAW file, because you cannot edit an original RAW file. If the image is a RAW file, the develop settings are sent to Photoshop and Photoshop will use CameraRAW (without showing the dialog) to open the image. It seems that there is a problem with your installation of Photoshop and/or CameraRAW, that's why you get the error that Photoshop could not be launched.
