Why does my Sony/Zeiss 24-70mm look blurrier at f/4 than at f/22?

I'm using a Sony a6400 with a ZEISS 24-70mm f/4. Shooting the same subject at the same distance and in the same lighting, images taken at f/22 look sharp, but at f/4 they appear slightly blurry or doubled. I'm using Aperture Priority mode. Is this normal behavior for this lens, or could something else be causing it?

This does not look like defocus/misfocus. It appears to be very bad optical aberrations causing doubling/misalignment.

Do you have a filter on the lens? A cheap filter can often cause this kind of issue.

Motion blur and image stabilization can also cause similar results at times, but I rather doubt those are the issue.
