Why does my Canon T1i viewfinder show a small circular image with black around it?

My Canon T1i used to show the normal full rectangular view through the viewfinder. After getting my camera body and 18-55mm lens back from repair, I now see the scene only in a smaller circular area with black around it. It happens with both lenses I tried. Is this likely a setting, a lens problem, or something in the camera body/viewfinder?

You can take the lens off and look through the viewfinder without a lens attached, if the problem still exists, then it's the body. If not, it's the lens. Nothing will be in focus, but you should have a full very of light without a lens attach.
Look through the front of the lens and make sure the aperture is open all the way, it's possible it's stuck or they didn't put everything back together correctly. It should be open by default. If it's stopped down even after the camera is turned on, then the lens is broken, or your contacts between the lens and the body aren't functioning correctly.
Most likely an element got knocked loose during shipping.

This is not a normal setting on a T1i. A small circular image with black around it usually means something in the optical path is missing or blocking the viewfinder image.
Since it happens with more than one lens, the body/viewfinder is the more likely cause. One reported cause is a missing focusing screen/translucent screen above the mirror. That would affect what you see through the viewfinder.
To narrow it down:
- Remove the lens and look through the viewfinder. You should still see a full bright rectangular view (though not in focus). If the circular view remains, the problem is in the body/viewfinder.
- Check each lens from the front and make sure the aperture is wide open when the camera is on and idle. If a lens is stuck stopped down, or if internal parts came loose, it could also cause heavy vignetting.
- Take a test photo. If the photos look normal but the viewfinder looks circular, the issue is almost certainly in the viewfinder path, not the captured image.
Given your symptoms across multiple lenses, the camera body likely needs to be inspected again.
