What’s the difference between Lightroom Export and Publish to Hard Drive?

In Lightroom, both Export and Publish to Hard Drive can create JPEG files on disk. What practical differences are there between them? In particular, is Publish mainly useful because it keeps a link between the Lightroom originals and the exported files, so Lightroom can detect later edits and republish updated versions automatically? Are there other important advantages or limitations compared with a normal one-time Export workflow?

The publish tool is a way to link 'Exported' JPEG images to the lightroom original files. It's very useful for batch exporting where you may adjust lots of images in one go. The benefit with publishing to hard-drive is that if you suddenly decide you want to adjust the white balance across all the images in a set you can do so in lightroom, click re-publish and all your 'Exported' JPEGs will be updated without the need of you manually exporting the files.
Of course, this will only work if lightroom know where to find the Published 'Exported' files. So, if you move them or edit them outside of lightroom this link will be broken, but in general it’s a great tool.
Edit, fixed annoying typo!

Yes. The key difference is that Publish to Hard Drive maintains a relationship between the exported files and the original photos in Lightroom, while Export is typically a one-time output.
With Publish, Lightroom tracks the published images, so if you later change an edit—such as white balance—you can republish and Lightroom will update those JPEGs for you. This makes Publish especially useful for batches or ongoing sets of images.
With Export, Lightroom simply writes out new files using your chosen settings. If you later edit the originals, Lightroom does not automatically manage or update those previously exported copies; you would usually need to export again yourself.
A limitation of Publish is that it depends on Lightroom still knowing where those published files are. If you move or edit the exported files outside Lightroom, that link can be broken.
So, in short:
- Export = simple, one-off file creation
- Publish to Hard Drive = managed output that can be updated later from Lightroom
