I need Windows software that can combine about 1,000 photos into a low-resolution video slideshow, such as MOV, MPG, AVI, or a similar format. I want to control how long each image appears, since I may use a low playback rate like 3 to 5 fps rather than standard video rates. The files may be JPG or GIF. I’ve tried Windows Movie Maker, but importing and arranging that many images manually is too tedious. What software can handle this more efficiently?

Under Linux (and maybe other OSes) you can use mencoder, the encoder from mplayer. It's GPL and free.
