What type of wall mount can hold a camera and allow tilt/swivel adjustment?

A purpose-built wall mount is the simplest solution. Look at wall mounts made for cameras or security cameras: they’re designed to attach directly to a wall and usually include tilt/swivel adjustment. These can work well for compact cameras, consumer camcorders, and sometimes a small DSLR, but they’re not ideal for heavy bodies or long lenses.

If you want to avoid drilling, a suction mount may work, but only if the wall surface is smooth and suitable for suction. That can be a good no-hole option, though it’s generally less universal than a drilled wall mount.

A clamp/vise-style mount is usually better when you already have something solid to clamp onto, rather than as a direct wall solution.

So in most cases: use a dedicated security-camera-style wall mount for a permanent install, and consider a suction mount only if your surface allows it and the camera setup is light.
