I’m looking for software to build a photo collage/montage from a hand-picked set of images. Free options are welcome, but image quality and useful layout control matter more. Ideally, the software should be able to automatically arrange the photos while still letting me adjust placement, size, and orientation if needed. What programs are worth considering?

Your question is a bit vague, but have you looked into Google Picasa? It has a function that allows you to pick your pictures and automatically put them into a collage. Is is pretty basic, but a pretty good starting point.

This function is under the "Create", "Picture Collage" menu item.
