I mount an action camera against a window to film scenery outside, such as from a moving train. To reduce reflections from interior light on the glass, I want to fit something around the front of the camera that presses against the window and blocks stray light. What is this accessory commonly called?

What you describe is usually referred to as a lens skirt if made from cloth or a rubber lens hood when made from - you guessed it - rubber.

This is commonly called a lens skirt if it’s made from flexible cloth, or a rubber lens hood if it’s made from rubber and seals against the glass. The idea is to block interior light from reaching the window in front of the lens, which reduces reflections when shooting through glass.
