I’m using Photoshop Elements 9, which doesn’t have full HDR tools beyond basic exposure merging. Photoshop CS5 and paid options like Photomatix Pro and HDR Efex Pro are more than I want to spend right now.

Are there any free HDR programs I can download to experiment with HDR and learn what it can do? A brief summary of the pros and cons would also be helpful.

Try Luminance HDR. It's free (open source).

This flickr group can also show you some examples of HDR being used.
